Cell Phones, Voice Recorders, and Electronic Devices Policy
In accordance with Arizona State Law HB2484 and to maintain a safe, respectful, and
distraction-free learning environment, Learning Foundation and Performing Arts (LFPA)
has established the following policy regarding electronic devices on all LFPA campuses
General Guidelines:
LFPA and its employees are not responsible for electronic devices or other personal property that is lost, damaged, or stolen while on campus or on school vehicles.

- School personnel time will not be used to search for or investigate lost, stolen, or damaged items.
Prohibited Devices
Unless specifically authorized by administration for educational use, students may not
bring or use:
- Laser pointers
- iPods or MP3 players
- Cameras or digital recorders
- Gaming devices
- Voice recorder watches or wristbands
- Sound reproduction equipment
Permitted Use of Wireless Communication Devices
Under HB2484, devices like cell phones and smartwatches may only be used during the
school day when:
- Required due to a documented medical condition
- Directed by a teacher for educational purposes
- There is an emergency
Grade-Level Usage Guidelines
Grades K–6
Use is allowed only before or after school.
Devices must be powered off and stored during the school day.
No use during recess, lunch, or class transitions.
Grades 7–12
Use is allowed:
Before and after school
– During lunch
– To briefly check messages between classes
– Devices must be off and put away during class.
Note: Unauthorized recording of conversations without consent is strictly
prohibited and is a violation of Arizona Wiretapping Law (A.R.S. 13-3005).
Use must be non-disruptive and respectful.
Communication During the School Day
Parent-to-Student: Parents/guardians who need to reach their child during school
hours must contact the front office. The office will notify the student or call them
out of class as necessary.
Student-to-Parent: If a student needs to contact their parent/guardian, they must
request a pass to the front office, where they may use a school phone to contact
their parent.
Storage & Visibility
Devices must be stored securely upon arrival.
Devices must be off and out of sight unless use is permitted.
Unauthorized use will lead to disciplinary action.
Progressive Consequences for Violations
Offense Consequence
1st Violation Verbal warning and device returned at the end of the day
2nd Violation Device confiscated and parent/guardian must pick up
3rd Violation Detention and parent meeting required
4th Violation Device banned for the remainder of the quarter or semester
Repeated Offenses Possible suspension or further disciplinary action
Note: Inappropriate content, harassment, social media, recording, or misuse of devices
may result in immediate disciplinary action, regardless of offense count.
Annual Notice
This policy is reviewed annually and provided to all students, staff, and families at the
start of each school year. Changes will be communicated via email.
Arizona Department of Education
Parents are encouraged to visit the CAFA, Inc. schools.
All visitors and volunteers to any school must report to the school office upon arrival.
For those who wish to visit a classroom during the school day, it is preferred that the principal
and the teacher be contacted in advance to arrange a day and time for such visit so as to avoid
any conflicts with the school schedule.
When visiting a classroom volunteers and visitors must realize that the teacher’s first
responsibility is to the class as a whole and the teacher will be unable to converse at any length
with the visitor.
If a conference with the teacher is desired, arrangements will be made with the parent/guardian
by the teacher for an appointment either before or after school hour
No person may enter onto a school premises, including those who wish to visit or audit a
classroom or other school activity, without approval by the principal. Neither will any person be
allowed to conduct, or attempt to conduct, any activity on school premises that has not had prior
approval by the principal or district.
The governing board will adopt policies/procedures and a contract specific to the school
volunteer program.
Any person who is not a student or staff member of the school district and is in violation of this
or any district policy, may be asked to leave the school property. Failure to comply with the
directions of school or district administration, security officers, or any law enforcement acting on
behalf of the school and district, and failure to identify oneself to such officials or officers when
lawfully requested to do so may subject the person to criminal proceedings applicable under law.
